Purchased data add on not working

I purchased a $5 1GB data add on on 6/12/19. I received a text message stating that it was added to my account. However, it is not working on my phone. The phone is still roaming when not connected to WiFi. I have restarted the phone and tried to update it too. I have an iPhone XR. Any help would be appreciated.
